How do I cite public documents like Swedish law, EU directives etc.?

In general, how do I cite public documents?
Author (could be a department, government ministry, authority, government agency etc). (Year) Place of publication: Publisher

Swedish legal texts:
These are general recommendations. We recommend that you check with your department for guidelines, as different policies are used. 

Instead of year of publication, use SFS number and paragraph number.

Many laws have accepted names and acronyms, e.g Aktiebolagslagen is ABL. The first time the law is mentioned in the text, use the whole name and acronym of the law. Next time, only use the SFS-number.

Within the social sciences, it's common to cite laws like this:

In-text citation:
SFS-number followed by the name of the law and/or established acronym. 
According to Köplagen (SFS 1998:204) it is required... 

Reference list: 
SFS 1990:931. Köplag. Stockholm: Justitiedepartementet. Normally, laws are placed in the beginning of the reference list.

Paragraphs:
Chapter number; paragraph number; law 
According to 9 kap 33 § Aktiebolagslagen (ABL), companies have to... 

Swedish Parliamentary Documents:
Official Reports of the Swedish Government - SOU

The author is the same as the author. The publisher is the ministry where it was published.
